How it is counted
Social insurance is counted on the basic wage and the housing allowance, up to 45,000 riyals a month (the 1421H law, Article 19; the 1445H law, Article 8 and its regulation, Article 17).
A Saudi worker who contributed before the new law came into force on 3 July 2024 stays under the 1421H law: 9% for annuities from the worker and 9% from the employer (Article 18). One first registered under the new law pays annuities by steps toward 11% each: 9%, then 9.5%, 10%, 10.5% and 11% after each further twelve months (Royal Decree M/273, item «Third»).
The employer also pays 2% for occupational hazards for every worker (the 1421H law, Article 18; the 1445H law, Article 29). SANED is paid half by each: the texts name 2%, and it may be changed by decision between 0.5% and 2% (the SANED Law, Article 7; the 1445H law, Article 44).
